Rethinking the Water Year: Aligning Supply & Demand in a Changing Water Resources Landscape


Greene Economics is proud to sponsor the 2025 AWRA-WA State Conference, which brings together Washington’s water professionals, policymakers, engineers, scientists, lawyers, students, and regulators to address the state’s most pressing water challenges: balancing competing demands and planning for a changing climate. The conference will explore strategies for aligning supply and demand, evaluating water policy, and preparing regional water systems for climate-driven changes.


The American Water Resources Association (AWRA), established in 1964, a multidisciplinary professional association dedicated to advancing water resources management, research, and education. Its Washington section (AWRA-WA) hosts events like the annual conference to connect experts across sectors and foster collaborative solutions for the state’s water challenges.

Dillon Honcoop, Communications Director for Save Family Farming and Whatcom Family Farmers, will deliver the opening address with, “The Missing Link: Bridging the Gap Between Water Regulations & Emerging Realities to Build Future-Ready Communities.” Dr. Hannah Hämmerli, Assistant Professor at WSU’s School of the Environment, will close with, “Moving from Tension to Cooperation: Water Governance for a Sustainable Future.” They will share insights on advocacy, governance, and sustainable water management strategies.

Greene Economics brings more than 20 years of experience helping communities, tribes, and agencies make informed, equitable, and environmentally sound decisions about water use and investment—including forecasting demand, valuing water rights, assessing water supply security, and planning resilient infrastructure.


Principal Economist Rabia Ahmed will moderate two sessions at the conference. She has served on the AWRA-WA Board for several years, including as Chapter President in 2019. Rabia currently serves as President of the AWRA National Board for 2024–25, continuing her leadership in advancing water resources management.
