Greene Economics examines the cost of failing septic systems in Puget Sound

New research in Coastal Management finds the burden falls hardest on low-income communities and the ecosystems at risk
Across the Puget Sound region, hundreds of thousands of households rely on on-site sewage systems (OSS) — septic systems — to manage their wastewater. A new Greene Economics study published in Coastal Management examines what happens when those systems fail — and who pays the price.
Many of these systems are reaching the end of their lifespan, and the consequences extend well beyond individual property lines. Failing OSS threaten public health, close shellfish beds, contaminate drinking water, and shut down beaches. In Samish Bay, high bacteria levels from failing septic systems led to the downgrading of 4,000 acres of shellfish growing area in 2011 — triggering a major multi-agency cleanup effort.

This study examines that cost through our analysis of King County's failing OSS and a region-wide assessment of twelve Puget Sound counties, using data from Public Health – Seattle & King County, the Washington Department of Health, and Craft3.

Costs vary significantly by location and access to sewer infrastructure, ranging from $4,000 for basic OSS maintenance to $124,000 for a sewer connection. Replacing a failing OSS outright represents 34% of King County's median household income, while the most costly sewer connection scenario equals 69% of median household income — or 86% of the low-income threshold.
As lead author Sabine Postma, Senior Research Associate at Greene Economics, explains: "It is one thing to know the number of septic systems in the region, but the problem becomes much more apparent when you add a rough price tag to it."

Across the region, the average OSS repair or replacement loan represents 39% of median household income and 48% of low-income household income, with the burden falling most heavily in lower-income counties such as Clallam and Jefferson. Urban septic systems cluster in historically underserved communities, where seven percent of King County OSS parcels occupy the most socially vulnerable tracts, and households struggle most to afford repairs, replacements, or sewer connections.
Whatcom County faces the largest annual cost within Marine Recovery Areas — $16.2 million — due to the high number of systems in environmentally sensitive zones (17,841 OSS). Pierce and King counties carry the largest overall annual burdens at $91 million and $104 million respectively, reflecting their large OSS populations. The twelve-county total approaches $505 million annually — a figure that falls entirely on individual homeowners.
Why This Matters Now
Despite its scale and cost, OSS infrastructure remains outside public conversation.
"This is a complex, costly infrastructure problem that, left untackled, could seriously impact public health and water quality," Postma said. "Most folks don't realize the scale of this issue or that it is an issue at all, and without public push, decision-makers will likely continue using duct tape solutions rather than investing in long-term solutions."
King County's Equitable Wastewater Futures Program, which draws on the cost estimates in this research, has deployed $2 million from the King County Climate Equity Capital Pool to extend sewer connections to qualifying homes. It is a promising start — but addressing the $500 million annual regional challenge will require coordinated financing mechanisms, including green bonds, community-based lending such as Craft3's Clean Water Loans, and international models such as Chile's Subdirectorate of Rural Health Services.
